It started in 1960's as a government funded communications project called ARPANET.  At the time there were only a few high powered computers available in the country and it was the goal of the ARPANET to make them more accessible to more researches by networking them together.  Because of it's design and use of packet switches the ARPANET turned out to be a very robust communication system that could continue to operate even if some of the pieces of the network weren't working.  By the early 1970's a form of email had been developed and the common language that would allow more computers to connect to the network had been established.
